There is a new power rising in the world, or so its proponents would have you believe. That power is Europe and the European Union, says American Euro-watcher T.R.Reid, of The Washington Post.
"They have more people, they have more money, they have vastly more trade than we do. They really want to stand up to America, to rank as a superpower next to us."
But before you can become a superpower you have to stand for something. What is Europe today? Old or new? A continent that is not quite like America, not quite itself. It isn't a federation but it is a union. A way for nations with centuries of enmity to come together in a new millennium. But can it ever step out of the shadow of the United States?
